developing the LIHE draft contract. The 2007 Program budget includes additional funds to <br />allow for direct negotiations and start up for the LIHE, which are above the 2006 funds allocated. <br />$10,000 <br />Cottonwood Ranch Maintenance and Enhancement - T'he Program Document states that the <br />Program will pay for maintenance and enhancement activities at Cottonwood Ranch once a <br />Program is initiated. These efforts would include weed spaying, disking, and other such <br />activities. $75,000 <br />Channel Capacity (Permitting/Engzneering) - The Program Document identifies in Section <br />III.E.2.d.iii, page 17, that recommendations in the Water Plan, Section 2(JF Sato report) will be <br />implemented beginning Year 1. Current plans are to complete the project engineering and <br />permitting by mid-2007 with construction in late-2007 or early-2008 (see draft Request for <br />Proposal). $270,000 (engineering and permitting only) <br />Progrcam Water Delivery, Phase I of Study - Section III.E.2.d.ii. (page 16) of the Program <br />Document discusses the completion of a study in Year 1 investigating options for Program water <br />delivery within the existing NWS flood stage and current suite of Program water projects. The <br />cost estimate is for Phase I of this project. $75,000 <br />Lower Platte River Stage Change Study - The Program Document (Section III.E.1.C, page 12) <br />and attachments (Attachment 3, Section 5) identified that a lower Platte River stage change study <br />will be completed by Year 3 of the Program. This study was identified during the August 9 <br />meeting as an activity that should begin Year l. It is anticipates that the effort will be completed <br />by Year 3. I have included one-third of the estimated budget for this effort. <br />Test Flow Routing Model - The AMWG identified the potential need to complete and/or update <br />the current test flow routing model developed by the BOR. This model is used as a tool to model <br />potential pulse flow, and other flow, scenarios when taking into account factors such as bank <br />storage. $75,000 <br />Update/Draft Protocols - The AMWG identified several protocols that will need review, <br />revision, and completion in 2007 to allow for baseline data collection to begin. Examples of <br />protocols needing updating include the geomorphology monitoring protocol, vegetation <br />monitoring protocol, and least tern forage fish monitoring protocol. $12,500 <br />Peer Review - The Cooperative Agreement Governance Committee agreed that review of the <br />Integrated Monitoring and Research Plan (IMRP) portion of the Adaptive Management Plan if <br />desired, should be completed early in the Program. Other individual protocols also will require <br />peer review. $50,000 <br />Database Management Development - The Adaptive Management Plan has a plan for <br />developing and implementing a database management system for the Program. The database <br />management system will be a web based GIS for ease of access by all Program participants and <br />public (where appropriate). $150,000
