2007 Annual Budget <br />The 2007 annual Program budget was reviewed and tentatively approved by the Cooperative <br />Agreement Governance Committee, pending review and approval by the Program Governance <br />Committee. The Cooperative Agreement Governance Committee did approve funding of up to <br />$70,000 early in the Program (until the first Program Governance Committee meeting) to allow <br />continued operations of the Executive Director's office, project administration, NCF fees, <br />protocol development, analysis of existing data, and meeting rooms. The 2007 Program budget <br />as previously reviewed is attached. Following is a brief description of each item. <br />Interim Executive Director - This budget item is for operation of the Interim Executive <br />Director's office at approximately the same level as in 2006. $175,000 <br />Project Administr°ation Services Assistance - Several potentially large contracts are to be started <br />and some completed during the first year of the Program. Because the interim Executive <br />Director does not have additional staff for these increased activities, it is anticipated that a <br />subcontractor will be needed to provide for the project administration. $55,000 <br />Recruit/Hire Fxecutive Director - The F,xecutive Director Search Committee and Governance <br />Committee may require potential candidates to travel to the basin for interviews. Additional <br />assistance may be needed in searching far candidates (e.g., "head-hunter"), pending the outcome <br />of the current selection process. $25,000 <br />Program Executive Director Start-up - The current plan is to have the Program Executive <br />Director start approximately July 1, 2007 (see the Program Executive Director announcement) <br />and to overlap with the current staff for three months. An office and staff assistance in central <br />Nebraska will also likely be needed. $200,000 <br />NCF Fees - The Program will need to select and negotiate the payment structure for the Program <br />Financial Management Entity. The current estimate is based on the Cooperative Agreement <br />compensation structure. $75,000 <br />Pulse Flow and Liability Insurance - Section l, Attachment 5(EA Pulse Flow portion of the <br />Water Plan) specifically identifies that the Program will secure a$1 M liability insurance policy <br />before implementing an EA created or augmented pulse flow. An exact estimate has not been <br />developed. $100,000 <br />Meeting Room Rentals - Each committee has an identified meeting room rental and <br />miscellaneous budget. $27,500 <br />Independent Science Advisory Comrraittee - The Adaptive Management Plan and Organizational <br />Structures document include the use of an ISAC far review and advice related to Program <br />monitoring, research, protocols, management, etc. These individuals will be compensated for <br />time and travel. $75,000 <br />Land Interest Holding Entity Negotiations and Start-up - In 2006 the Cooperative Agreement <br />Governance Committee allocated $10,000 for the services of legal council in Nebraska when
