<br />3. Representatives (1 each) of the states of Colorado, Wyoming, and Nebraska, appointed <br />by the Governors. <br />4. One representative appointed jointly by the water development organizations in Colorado, <br />Nebraska, and Wyoming (Colorado Water Congress, Wyoming Water Development <br />Association, Nebraska Water Resources Association). <br />5. One representative appointed jointly by conservation organizations. <br />6. One representative appointed jointly by Central Nebraska Public Power and Irrigation <br />District and Nebraska Public Power District. <br />The Conservation Committee will operate by unanimous consensus. The Conservation <br />Committee will select its own chair person. It is anticipated that the Conservation Committee <br />will meet once or twice a year. The Committee may appoint ad hoc or standing committees or <br />subcommittees to assist it in achieving the Program's purpose and goals, as needed. The <br />Committee will determine the size and membership of any appointed committee or subcommit- <br />tee. <br />3.3.2 Program Management <br />The program will be managed through oversight and policy guidance from the Conservation <br />Committee (the Committee) with advice and information provided by standing and/or ad hoc <br />subcommittees established by the Committee and composed of representatives of Program <br />participants. Operational management will be the responsibility of a Program Management Staff <br />(the Staffl, which will report to the Committee and will serve as the operational liaison between <br />the Committee and Program subcommittees; private, State, and Federal organizations; and other <br />Program participants. <br />The Staff (at a minimum) will include a Program Director, secretary, and technical assistant. <br />The Program Director will be appointed by and serve at the pleasure of the Conservation <br />Committee. <br />34
