Under this Program, it is assumed that all imglementing parties will carry out the Program's <br />recommendations if, in the parties' independent judgment, the recommendations are justified. <br />If any party finds the recommendations are not justified, they will report their position to the <br />Conservation Committee in writing. In addition, each party will need to periodically assess <br />whether its expectations are being met. If any participant determines not to participate in the <br />future, they will be requested to report their reasons for withdrawal to the Conservation <br />Committee in writing. The Committee will be given sufficient time to resolve any problems. <br />3.3 ORGATIIZATIONAL STRUCTURE <br />Recommended organizational structure to implement the Platte River Habita.t Conservation <br />Program includes a Conservation Committee and staff to implement the Committee's decisions. <br />The functions, responsibilities, and membership of the Committee and staff are described below. <br />3.3.1 Conservation Committee <br />The Cooperative Agreement will establish a Conservation Committee pursuant to Sections 2 and <br />4 of the Endangered Species Act as well as other applicable laws. The Committee will be <br />responsible for establishing policies for the Program, providing oversight and direction for all <br />Program activities, appraval of annual operating and capital expenditure budgets, resolution of <br />differences among the Program participants, approval of plans, including the annual operating <br />plan, long range plans, etc. The Committee will be responsible for assessing the overall <br />effectiveness of the Program, meeting Program goals in a timely and effective manner, and will <br />be ultimately responsible for coordinating all Program activities to achieve Program purpose and <br />goals: <br />Membership in the Conservation Committee will include the following: <br />l. Representative of the U.S. Fish and Wildlife Service. <br />2. Representative of the U.S. Bureau of Reclamation. <br />33
