Several steps were involved in constructing the 10-county regional model. The IMPLAN
aggregation soflwaze and database were used to develop a baseline model for 1990 and to
provide the means for conducting aggregation analysis.5 There aze several advantages to the use
of IlVIPLAN for this purpose. In pazticulaz, the IlVIPLAN data bases permit construction of
regional and state inter-industry matrices. IlVIPLAN also provides a mechanism to aggregate
many sectors in its database to manageable numbers.
There aze 528 economic sectors in the IlVIPLAN database. In an area such as the 10-county
region being studied, many of these sectors will be very small or nonexistent. It would be
extremely difficult to work with a model this large, and many of the impacts would be lost in the
details. For this reason it is usual to aggregate the total sectors into a smaller set of economic
sectors that capture the entire output of the region as well as represent the main economic
structure. In the Brookshire et al. study (1993) the analysis was conducted with a 20-sector
model. Since the economy of the 10-county region is less diverse than that of the seven states
comprising the Colorado River Basin, 16 sectors aze used in this study.6 These sectors are listed
in Table 3-A-1.
The sectors that aze projected to experience dtrect impacts due to actions taken on behalf of the
endangered fishes aze indicated in the table. Sectors requiring adjustment in the with-fish (WF)
scenario include the non-livestock agricultural sectors, construction, recreation, and the electric
power sector (contained in the Transportation, Communications, and Utilities sector).'
