Svcs 30.32 15.06 no <br />The percentages may not sutra to 100% due to rounding. <br />The I-O model methodology of the original study of the critical habitat designation of the four <br />Colorado River fishes (see Brookshire et. al., 1993, 1994) is used to project the economy as it <br />would develop absent the critical habitat designation (WOFBA scenario) and as it would develop <br />with the critical habitat designation (WF scenario), as well as the economic adjustments that this <br />would entail. The differences in economic activity between these two scenarios represent the <br />impacts associated with actions taken to preserve and recover the endangered fishes. <br />B. Construction of the Baseline Projection <br />The impacts due to actions taken on behalf of endangered fishes are calculated by comparing the <br />level of economic activity without such actions to the level of activity with such actions. Thus, it <br />is necessary to begin with a projection of the economic activity in the region for the study period. <br />The Bureau of Economics Analysis (BEA) regional projections data were used to construct the <br />"without fish baseline" (WOFBA) scenario through 2040.
