The I-O model methodology of the original study of the critical habitat designation of the four Colorado River fishes (see Brookshire et. al., 1993, 1994) is used to project the economy as it would develop absent the critical habitat designation (WOFBA scenario) and as it would develop with the critical habitat designation (WF scenario), as well as the economic adjustments that this would entail. The differences in economic activity between these two scenarios represent the impacts associated with actions taken to preserve and recover the endangered fishes. B. Construction of the Baseline Projection The impacts due to actions taken on behalf of endangered fishes are calculated by comparing the level of economic activity without such actions to the level of activity with such actions. Thus, it is necessary to begin with a projection of the economic activity in the region for the study period. The Bureau of Economics Analysis (BEA) regional projections data were used to construct the "without fish baseline" (WOFBA) scenario through 2040.
