Water acquisition for the endangered fishes <br />Group Memory, June 1, 1992 <br />Schedule: <br />Page 2 <br />• Thursday 6/4: CWCB meets with water users re options for interim in- <br />stream flow protection. <br />• July 1 meeting: CWCB to meet with other (non-consumptive) water users <br />(GURU II) re options at 1313 Sherman Street (CWCB Officers) at 9:00 <br />a. m. -noon. <br />CRITERIA FOR EVALUATING INTERIM FLOW PROTECTION SCENARIOS <br />(Category I(B), Step 2) <br />• Relationship with existing Colorado water law. <br />• Relationship to need to protect fish ("sufficient progress" consistent with <br />E.S.A. and the recovery program). <br />• Relation to need to be technically feasible and administratively operable. <br />• Use criteria as an initial screening device. Ask that each proposed scenario address the above <br />criteria. <br />CATEGORY I(A): "Uncertainty Issues" <br />Interim flows allow time to address both compact and biological uncertainties. <br />Note: GURU I is addressing technical uncertainties. <br />Interim flows may reduce the need to address scientific uncertainty. <br />RE: Communication: <br />• Need more informal meetings with CWCB, perhaps infield, e.g., work <br />sessions with staff. <br />• Need more "Peer Review" of analysis and data. <br />• Need better communication at technical level among USFWS, CWCB, and <br />CDOW. <br />• Need better packaging of data so that it's intelligible to lay audiences. <br />• All need to understand/accept sensitivities and differences of <br />philosophy/perspective engendered by technical culture clash and <br />fundamental competition for limited resources (water!) here in Colorado. <br />Note: Guru I will try to develop "Best Science" to link flow to fish survival. <br />
