"Fair" <br />distribution of cost of recovery. <br />• STAKEHOLDER ANALYSIS <br />• Water user community, e.g., S.W./DWB/northern/River District. <br />• Environmental Groups -pragmatists (like Nature Conservancy) and others <br />(purists). Get support from former and avoid litigation/legislation from <br />latter. <br />• U.S. Congress -especially delegations. (LTT, CO, WY). <br />• States of CO, UT, WY. <br />• Bureau of Reclamation, USFWS, E.P.A., and N.P.S. <br />• CDOW. <br />• Sportspeople (anglers, rafters, kayakers, etc.). <br />• Power generators/users. e.g., W.A.P.A. <br />• San Juan Basin users. <br />How to address stakeholders who are not already being touched? (with priority on USFWS, <br />CWCB, water users, "environmental purists. ") <br />RE Users: <br />Key issues are equity and due process. So keep process open.
