Colorado River Recovery Implementation Program-- <br />. Water acquisition for the endangered fishes <br />Group Memory, June 1, 1992 <br />Colorado Water Conservation Board Process: <br />A. Compact Entitlement Process; per Gene J's Briefing <br />1. Refine staff report, including tables. Get public comment. <br />2. Develop computer ("CRSS") scenarios for distribution of Colorado's compact <br />apportionment. Driven By: <br />• Compact Development Decisions. <br />• Flows needed for fish. <br />• Combinations (If possible using "CRSS") and reality check. <br />• C.W.C.B. projecting that staff report will be done by 11/92 +/-; depends <br />on staffing. <br />ROLE OF GURU II: <br />• Gene will solicit interest/comment from GURU II as C.W.C.B. staff develops <br />scenarios for distribution of Colorado's compact apportionment. <br />(August -October Timeframe). <br />3. C.W.C.B. decision regarding which scenarios will be studied/run on model. <br />4. Run model under various scenarios and have data ready for about 1994 <br />Note: Process/schedule could change and Gene J. will keep GURU II informed. <br />B. Development of C.W.C.B. policies for interim in-stream flow protection. <br />Will consider legal, policy, and administration issues, including USFWS recovery goals <br />for endangered fishes. Schedule is unclear at this point. <br />Note: USFWS reserves its position on sole reliance on interim flows for fish protection <br />(because senior conditional rights pose threat ). <br /> <br />
