• <br />3 - ALTERNATIVES <br />3.01 The disclosure and review pf all reasonable alternatives to <br />the proposed action is required by NEPA, as interpreted by-the <br />Council on Environmental Quality's Implementing Regulations, <br />k0 CFR 1500-1508. These regulations also require the disclosure <br />and review of alternatives not within the jurisdiction of the <br />lead federal agency and ghat a nomaction alternative be <br />rigorously explored and objectively evaluated. Finally, <br />alternatives eliminated from detailed study must be identified <br />and presented. <br />3.02 The alternatives disclosed in this section were developed <br />and evaluated in previous WWDC studies. These include the Little <br />Snake River Water Management Project Feasibility .Study (BAI, <br />1980a), Substantiating Report (BAI, 1980b), Technical Summary <br />Report (SWEC, 1984b) and Executive Summary (SWEC, 1984a), and the <br />Sandstone Dam and Reservoir Cpncept Study Report (SWEC, 1986a). <br />The following alternatives were identified. <br />o Sandstone Dam and Reservoir <br />o Upper 5avery Dam and Reservoir <br />o Pot Hook Dam and Reservoir <br />o Fish Creek Dam and Reservoir <br />o Ground Water Development Alternative <br />o Water Conservation Alternative <br />o No Action Alternative <br />3.03- Each of these alternatives will be discussed in the <br />following sections. Alternatives eliminated from further <br />consideration will be examined on the basis of existing <br />• information. The reason for eliminatipn will also be presented. <br />3-1 <br />
