3 - ALTERNATIVES
3.01 The disclosure and review pf all reasonable alternatives to
the proposed action is required by NEPA, as interpreted by-the
Council on Environmental Quality's Implementing Regulations,
k0 CFR 1500-1508. These regulations also require the disclosure
and review of alternatives not within the jurisdiction of the
lead federal agency and ghat a nomaction alternative be
rigorously explored and objectively evaluated. Finally,
alternatives eliminated from detailed study must be identified
and presented.
3.02 The alternatives disclosed in this section were developed
and evaluated in previous WWDC studies. These include the Little
Snake River Water Management Project Feasibility .Study (BAI,
1980a), Substantiating Report (BAI, 1980b), Technical Summary
Report (SWEC, 1984b) and Executive Summary (SWEC, 1984a), and the
Sandstone Dam and Reservoir Cpncept Study Report (SWEC, 1986a).
The following alternatives were identified.
o Sandstone Dam and Reservoir
o Upper 5avery Dam and Reservoir
o Pot Hook Dam and Reservoir
o Fish Creek Dam and Reservoir
o Ground Water Development Alternative
o Water Conservation Alternative
o No Action Alternative
3.03- Each of these alternatives will be discussed in the
following sections. Alternatives eliminated from further
consideration will be examined on the basis of existing
• information. The reason for eliminatipn will also be presented.
