river is much too complex and confusing, probably decreasing
fishing rather than promoting it.
Eddie Kochman provided the report for Mr. Larry Harris
who was not able to attend. Eddie provided the group with a
written report (Appendix I). Three recommendations are
being made to the Council: a CRFWC letter to the Fish and
Wildlife Service stating concerns over how the Wild Fish
National Survey is being handled; for the Council to
reconsider it's decision not to endorse a fish health
professional to serve as a technical expert on all aquatic
recovery programs; and approval for the committee's next
meeting.
A lengthy discussion followed considering all three
recommendations. The original charge of the Council to the
Fish Disease Committee, in relationship to CRFWC
Conservation Plans and identifying health needs of fish and
other species within the drainage in relation to those plans
was discussed. The Council, acting upon motions by AZ
seconded by NV, and AZ seconded by CA unanimously agreed to:
1) Have Ron Goede draft a letter, to an appropriate level
of the FWS, stating concern about how the Wild Fish National
Survey is being conducted and send it to the secretary who
in turn will send to each council member for comment and
will then send it (copies to Don Junnell and AFS); 2) the
secretary write a letter for John Mumma's signature agreeing
to the January 1999 fish health meeting in Grand Junction
CO. and reviewing the Councils charge to the committee two
years ago, and asking for a report at the next annual
meeting of the Council on this job and if it can be handled
or not, and how long and what kind of effort will be
involved; 3) agreed to table the recommendation to provide a
fish health technical expert on recovery teams until it's
next meeting to allow for more consideration as to what form
and in what manner fish health technical considerations
should be brought into the conservation and recovery plan
process, (see also pages 27 and 29 of the 1997 CRFWC
Minutes).
Secretary's Report
A report of CRFWC activities and finances was given by
the secretary, Mr. Roderick Stone. The financial report is
included as Appendix J.
