1 <br />the Council. Species for which it now appears the Council <br />should be concerned, are the Boreal Toad, and the Leopard <br />Frog species complexes primarily in the Lower Basin. The <br />survey also points out that the level of information about <br />populations, health, and status of these animals is still <br />very small. <br />The following discussion pointed out that this <br />' document will be valuable in the future to point out various <br />data gaps and baseline conditions for reference, and may be <br />a beginning to implement a publication on amphibians. There <br />' were views that CRFWC programs such as: the fish <br />conservation plans and the coordination they represent, the <br />fact that the Council is extending it's concern beyond <br />traditional hunting and fishing, the publication of <br />amphibian status, and being aware of the status of other <br />wildlife species, would be a good platform to gain some <br />' publicity for these efforts and let people learn of the <br />activities of the Council. <br />1 <br /> <br /> <br /> <br />1 <br /> <br />1 <br /> <br /> <br /> <br />Mr. Randy Radant advised the Council that a final <br />agreement had not yet been signed by all parties, even <br />though at the last Council meeting in January 1998 it <br />appeared that the agreement would be finalized by this date. <br />After the agreement is signed he will review it and the <br />implementation activities which begin immediately after the <br />plan becomes final. The plan involves the wildlife <br />resources of the Virgin River Basin. The primary fish are <br />the Woundfin Minnow, the Virgin River Chub, and the <br />Spinedace. The delay in signing was caused primarily <br />because of some confusion about previous biological opinions <br />regarding certain development features, and having these <br />clairified to the satisfaction of legal counsel. <br />Mr. Joe Janish provided the report for the working <br />group. The individuals involved in this subject, Joe <br />Janish, Gene Weller and Dwayne Maxwell, have been attempting <br />to gather and put relevant information into useable form, <br />but have not yet been able to complete this. They will <br />continue to work on the subject and report again at a later <br />date. All parties are still receiving input from anglers <br />that all the different stamps and licenses along the lower <br />15 <br />
