a <br />future lines of reorganization of the council and its contemplated objective <br />and mission as has been discussed through the council and technical <br />committee. It is provided as Appendix C. <br />A short discussion followed on the total amount of administrative funds 41 <br />requested for each of the three years of the proposal request. The request <br />was reviewed and Mr. Stone reviewed the development of these amounts as a <br />function of the decisions made at the winter meeting where the council had <br />developed a tentative set of objectives and procedures they would prefer to <br />see followed in the operation of the organization. A considerable amount of . <br />the total annual request is for travel of the council Secretary and meetings <br />of the technical committee and other subcommittees operating specifically <br />under the direction of the technical committee. In the past, travel costs <br />for their employees have been borne by each state. William Morris suggested <br />that the council give additional thought to each state continuing support for <br />their employees and that perhaps future estimates of funds needed to operate . <br />the council delete support of such travel. The group generally agreed that <br />this would be worthwhile and that if the present submitted proposal for <br />administrative Walloup-Breaux funds was not approved, consideration be given <br />for state support of these parts of the council's expenditures. <br />Council Resolution on Wildlife Mitigation Funding <br />a <br />Rod Stone reviewed activities subsequent to passage of a resolution at the <br />Las Vegas 1987 meeting addressed to the U.S. Bureau of Reclamation regarding <br />council concern over the low level and rate of funding for wildlife <br />mitigation. The reply to the resolution and subsequent council reply are <br />provided as Appendix D. The council requested the Commissioner of is <br />Reclamation, Mr. Duvall, discuss the problems at this meeting. Commissioner <br />Duvall accepted the invitation, but subsequent events have necessitated he <br />miss this meeting and he has requested his regional directors of the Upper <br />and Lower Basins, Mr. Clifford Barrett and Mr. Edward Hallenbeck, represent <br />the Bureau of Reclamation this afternoon on those issues. <br />41 <br />Restructuring of Council Bylaws <br />Wayne Gustaveson, Technical Committee Chairman, began the report of the <br />Technical Committee by discussing the changes which the technical committee <br />was recommending to the council for their approval. A copy of the technical <br />committee minutes is provided as Appendix E. Each change was identified and <br />discussed. The changes are: 1) change in the organization name from the <br />Colorado River Wildlife Council to Colorado River Fish and Wildlife Council. <br />This indicates recognition that the council has almost exclusively been <br />discussing fishery matters for the past several years but maintaining the <br />recognition of wildlife in the title so the council could direct its <br /> <br />attention to wildlife if necessary. 2.) The changes in the name and duties <br />of the secretary/treasurer to that of executive secretary, and to provide for <br />increased responsibilities to administer the daily business, to enter into <br />contracts for services and to be council spokesman at meetings of other <br />organizations and disciplines. 3). The standing committees are reduced in <br />number to include only the Protected and Prohibited Species Committee, . <br />Striped Bass Committee and Fish Disease Committee. These seem to have an <br />ongoing role each year. The Endemic Species Committee is organized as a <br />subgroup under the Protected and Prohibited Species Committee.
