a <br />Upper and Lower Basin Committees have also been discontinued. The technical <br />committee and executive secretary will now have the responsibility of <br />directing the needs of the council from council decisions. And 4) the <br />. authorization of the executive secretary to enter into contracts and approve <br />expenditures for the council. <br />The new method of doing business will be the technical committee chairman <br />receiving assignments from the council at their meeting(s) and then direct <br />the Standing Committee Chairman or appoint ad hoc committee chairman to <br />. perform the necessary assignments. The executive secretary can provide help <br />and encouragement through his contact with the council, and direct and <br />perform the daily business of the council and provide direction to the <br />technical committee. However, the biological data and work that needs to be <br />done by technical experts still has to be done through the technical <br />committee. It is especially important that the individual council directors <br />. give full support to their technical committee members in working time and <br />travel money and other things that are important to implement the interests <br />of the council. <br />Introduction of Rainbow Smelt Into Lake Powell <br />Wayne Gustaveson reviewed the proposal from Utah for introduction of the <br />rainbow smelt into Lake Powell. Introduction is requested to provide <br />additional forage for game fish by adding forage diversity, efficiency and <br />stability to the system. The technical committee vote on the proposal was <br />four to three against the action. The main concern seemed to be downstream <br />migration of smelt to threaten the endangered fish. Utah expressed <br />disappointment with the lack of written comments and direction from the othet <br />council states in commenting on the proposal. See Utah's letter submitted <br />prior to this meeting (Appendix F). Utah would like to respond to all <br />specific concerns and any specific requests for clarification. They would <br />like to thoroughly explore all ramifications of the introduction and will <br />probably approach the Council with an amended proposal next year. <br />Artic Char Introduction <br />Wayne presented the proposal for introduction of the artic char into head- <br />water reaches of the Colorado River in Colorado. At the Technical Committee <br />meeting, the committee requested Colorado provide additional information and <br />some additional specifics. It is likely this information will be completed <br />this winter, and if it receives approval through the technical committee can <br />be submitted to the council for consideration. <br />Prohibition of the Asiatic Crab <br />The council was brought to date concerning history of importation of the <br />Asiatic crab (Mitten crab) along the West Coast. It is currently imported as <br />an Oriental food item and where originally only one species was apparently <br />being imported into the Asiatic communities, there are now many species <br />coming into the West Coast although not necessarily directly into the Basin. <br />. The council has already acted to prohibit the single species which was being <br />imported from the Basin. The crab is a danger not only from possible <br />environmental consequences, but it is the intermediate host for the Oriental <br />lung fluke of humans. The proposal from the Technical Committee is to <br />recommend council prohibition of the entire genus of these crabs which is the <br />0 <br />genus Eriocheir. <br />3
