Acid Precipitation: <br />Following the Council's directing specific questions to EPA regarding the <br />National Surface Water Survey, several replies from a wide spectrum of <br />agencies were received. The replies have raised questions about <br />interpretations of statements with regard to the various phases of the <br />. National Surface Water Survey. The Technical Committee is presently <br />attempting contact with the EPA at levels which can clarify. It is the <br />Committee's hope to have a member of the EPA come to this meeting before <br />adjournment to discuss the issues raised by these letters, allowing the <br />Council freedom in taking whatever action they deem appropriate before the end <br />of the meeting. <br />0 c. Administrative Manual: <br />John Donaldson presented a prepared manual of the record and history of the <br />Council, its motions, accomplishments, resolutions, etc. After some <br />modifications within the Committee, it was approved. This complete <br />administrative manual was recommended favorably for Council action. <br />d. Upper Basin Technical Committee: <br />The Upper Basin Technical Committee met previous to Technical Committee <br />meeting in Las Vegas and reported on a number of their concerns, including <br />land use, rehabilitation, introduction of grass carp, management of system <br />reservoirs, and by-law ramifications of the draft exotic introductions <br />guidelines. The Technical Committee approved and recommends to the Council <br />consideration of the letter regarding a current Council stand on land overuse <br />and grazing issues (Appendix B). This concerns the federal government's stand <br />on subsidizing grazing as well as the government's stand on multiple use of <br />government-administered public areas. The letter was forwarded to the Council <br />so Resolutions Committee. The Upper Basin recommendations are to be handled as <br />separate agenda items and were not presented at this time. <br />e. Dower Basin Sub-Committee Report: <br />The Lower Basin report recommendations will all be handled as separate agenda <br />items during this meeting and so were not presented at this time. <br />ID <br />IR <br />0
