Fish Disease Committee Report: <br />a <br />a <br />The Fish Disease Committee reported on actions in disease clearances and <br />certifications for stations throughout the basin and facilities importing and <br />exporting. No particular problems were apparent and the compliance with <br />policy seems to be proceeding satisfactorily. In discussing past experiences <br />with the disease policy, the Committee made a recommendation on a proposed <br />change to Item 13 of the Fish Disease Control Policy. The Committee has also <br />been investigating OMVD, a viral disease of salmonids. The Technical <br />Committee recommends so changing Item-13 of the Fish Disease Control Policy <br />and that OMVD, a viral disease, be added as an emergency prohibitive pathogen <br />to the policy (Appendix Q. <br />In discussion, Mr. Gustaveson explained the reason for the proposed change to a <br />Item 13 is to try to be more flexible in allowing some hatcheries to function <br />when they may have a pathogen or disease, but where there is no real danger of <br />transmitting to eggs or fish which have a short or transient period of <br />connection. <br />These recommendations were taken by the Council for advisement and later a <br />action. <br />g. Fish Needs Committee Report; <br />This Committee reported on activities associated with the 1986 Council letter a <br />expressing strong concern over several specific points of the National Fish <br />Hatchery Legislation then in congress. Due to Council actions, the bill <br />sponsors.invited Chairman Geer to attend and give statements at the <br />congressional hearings. However, shortly before Mr. Geer was scheduled to <br />attend, the pending legislation was tabled, and will not be brought before <br />congress until some future time. The Technical Committee advised the Council a <br />that when future legislation was written, the CRWC should be involved in <br />writing of that legislation. <br />The Fish & Wildlife Service will attempt to develop a National Recreational <br />Fisheries Policy with the USFWS as lead agency. It is presumed the national <br />policy will follow the recent Canadian Fisheries Recreation Policy in concept <br />of goals, mission, need, etc., because the new Canadian policy has been well <br />received. The Fish Needs Committee recommended a CRWC letter which would <br />support the USWFS in this concept; however, requesting more broad spectrum <br />public involvement in actually writing the policy rather than solely the <br />USFWS, and requesting that CRWC representation be provided, (Appendix D).
