<br />-2- <br />Fred Worthley summarized the past history of the bill which was completed in <br />October 1986. The purpose of the task force is to advise the Secretary of the <br />Interior and the congress and to prepare recommendations concerning the <br />Colorado River Floodway which shall deal with, a) means to restore and <br />maintain the floodway, including, but not limited to, the specific instances <br />where land transfers, relocations or other changes in land management might <br />effect the purpose of the Colorado River Floodway Protection Act, b) the 48 <br />necessity of additional floodway management by local., tribal, state and <br />federal levels legislation, and the development of specific design criteria <br />for the creation of floodway boundaries, c) the review of mapping procedures, <br />d) whether compensation shall be recommended to specific cases of economic <br />hardship and the potential application of floodway on Indian lands. Under the <br />designation of the act, a task force of some 58 members consisting of federal, <br />state, and county law enforcement people has been established. At this time, <br />the task force has established its charter and made most recommendations for <br />representatives of the various agencies. As yet, a formal task force meeting <br />has not been established. <br />Mr. Worthley requested that the State of Nevada and Arizona provide him with a <br />contact person that he can work with during operation of the task force. <br />Since the legislation covers the Colorado River from Davis Dam southward, this <br />is primarily a Lower Basin issue. However, he is aware that there is Upper <br />Basin interest in the issue and, therefore, will attempt to keep all parties <br />informed of progress. <br />Report of the Technical Committee: <br />Chairman, Wayne Gustaveson, provided the report. The Technical Committee <br />annual meeting was held February 4, 1987, at the Comfort Inn, Las Vegas. Some <br />30 people were in attendance. Minutes are provided as Appendix A. <br />a. Clean Water Act: 41 <br />Last year, the Council directed Technical Committee to evaluate the Clean <br />Water Act which was in the 1986 National Congress. Since the president vetoed <br />that bill shortly after the 1986 Council meeting, Technical did not proceed <br />with that business last year. Now that congress has overridden president's <br />veto, the Technical Committee was given assignment to have each state again <br />take up the Council's assignment and report in 1988. <br />4 <br />4 <br />41
