-2- Fred Worthley summarized the past history of the bill which was completed in October 1986. The purpose of the task force is to advise the Secretary of the Interior and the congress and to prepare recommendations concerning the Colorado River Floodway which shall deal with, a) means to restore and maintain the floodway, including, but not limited to, the specific instances where land transfers, relocations or other changes in land management might effect the purpose of the Colorado River Floodway Protection Act, b) the 48 necessity of additional floodway management by local., tribal, state and federal levels legislation, and the development of specific design criteria for the creation of floodway boundaries, c) the review of mapping procedures, d) whether compensation shall be recommended to specific cases of economic hardship and the potential application of floodway on Indian lands. Under the designation of the act, a task force of some 58 members consisting of federal, state, and county law enforcement people has been established. At this time, the task force has established its charter and made most recommendations for representatives of the various agencies. As yet, a formal task force meeting has not been established. Mr. Worthley requested that the State of Nevada and Arizona provide him with a contact person that he can work with during operation of the task force. Since the legislation covers the Colorado River from Davis Dam southward, this is primarily a Lower Basin issue. However, he is aware that there is Upper Basin interest in the issue and, therefore, will attempt to keep all parties informed of progress. Report of the Technical Committee: Chairman, Wayne Gustaveson, provided the report. The Technical Committee annual meeting was held February 4, 1987, at the Comfort Inn, Las Vegas. Some 30 people were in attendance. Minutes are provided as Appendix A. a. Clean Water Act: 41 Last year, the Council directed Technical Committee to evaluate the Clean Water Act which was in the 1986 National Congress. Since the president vetoed that bill shortly after the 1986 Council meeting, Technical did not proceed with that business last year. Now that congress has overridden president's veto, the Technical Committee was given assignment to have each state again take up the Council's assignment and report in 1988. 4 4 41
