the opportunities for the future. <br />Mr. Cook mentioned Secretary Watt's philisophy that Federal agencies <br />should learn to operate the lands already under their management better <br />to gain what was needed, rather than acquire any new lands. When this <br />philosophy permeates down to the Section 8 program, it has meant no <br />new starts since about mid-1981. <br />Mr. Cook discussed cary-over funds; declining budget difficulties; success <br />of the program; how to move forward together; responsibilities for miti- <br />gation; opportunities for enhancement, especially in the area of some <br />kind of a cost-sharing partnership with the Federal government; and ways <br />the States might help in the budget process. <br />A lively discussion followed in specific areas of concern to the indi- <br />vidual States. <br />C. Wildlife Council operations for the future - council <br />officers <br />John Donaldson, Council Secretary discussed the concerns of the Technical <br />Committee and the sub-technical committees; where he thought the Council <br />was headed, and the possibilities of doing some new things in the future. <br />He called attention to the Council's 27 years of operation and their in- <br />volvement in every major or minor development project and issue on the <br />Colorado River system, bar none. He said that without the Council, many <br />benefits and projects would not be where they are today. <br />John suggested the possibility of a new meeting place, guest speaker at <br />the main Council meeting; the possibility of a rotation basis for the <br />Chairman rather than an elective process; plaque awards; field orienta- <br />tions; game-wildlife participation; and the possibility of increasing <br />the dues to accomplish the changes. <br />Colorado, Utah, and Nevada discussed different aspects of the changes <br />suggested and what they would like to see. <br />Mr. Grieb concluded his remarks with a thank-you from Ivan Wescoatt for <br />his plaque, and the fact that this would probably be his last meeting. <br />He would tell his successor how important he feels the Council is to the <br />efforts of the various agencies that have the responsibility of managing <br />the fish and wildlife resources of the Colorado River Basin. <br />He made the motion that the dues be increased from $100.00 to $150.00 <br />to accomplish the new ideas. Will Molini seconded. <br />Discussion followed on whether or not the increase was enough. The <br />charging of a registration fee was suggested and the group agreed they <br />7
