IV. NEW BUSINESS <br />A. The closure of the Jones Hole Hatchery and its effects <br />on all mitigation hatcheries - U. S. Fish and Wildlife <br />Service <br />Galen Buterbach, Regional Director, Region 6, Denver, Colorado, made <br />the presentation. He provided history on the situation concerning <br />funding and the close-down data of June 30. He also called attention <br />to the law-suit filed by New Mexico, and the one that Colorado will <br />file in the next few days. <br />In the discussion, Utah pointed out they could not afford to raise fish <br />for other States out of license monies, and that they did not want to <br />take over the hatchery. The road situation was of particular concern <br />and it would be a disaster as far as they were concerned if they got the <br />hatchery and had to maintain the road as well. <br />Utah also noted that if they did take over the hatchery, it was not <br />supposed to cost the Division any money, that the Legislature would <br />support it; however, the Legislative session had been completed and <br />did not provide any additional funding. <br />New Mexico and Colorado provided some details of their law-suits, and <br />that the restraining order if received would halt the actual transfer <br />process and the Fish and Wildlife Service would go into a holding pattern <br />on the whole thing. <br />(If anyone would like more details concerning the Jones Hole Hatchery <br />discussion. they can be provided. A rough draft of the entire discussion <br />is available.) <br />B. Report on the future of Section 8 funding - U. S. Bureau of <br />Reclamation <br />Wayne Cook, Division Chief, Water and Land Activities, Regional Office, <br />Salt Lake City, Utah, made the presentation and led the discussion. <br />Wayne called attention that this was his first meeting and it was a unique <br />opportunity since he had spent a great deal of time in planning activities, <br />and as such, planning for and defending the need for the Section 8 program. <br />He has been on both sides of the coin in this respect. <br />For those who were not familiar with the Section 8 program, Wayne gave <br />a brief history, beginning with the passing of Public Law 84-485. <br />With the aid of an overhead projector and slides, he reviewed where the <br />Section 8 program has been going, the current status, what has been <br />accomplished, where the program is in terms of back-log activities; _._ <br />where it is in terms of concurrent funding activities for on-going <br />projects, and last but not leaset, the program's existing funding and <br />6
