EXHIBIT I <br />RESOLUTION NO. III <br />of the <br />COLORADO RIVER WILDLIFE COUNCIL <br />Las Vegas, Nevada <br />April 4-5, 1983 <br />REAFFIRMATION OF RESOLUTION NO. I of 1982 <br />Relative to Section 8 Funding for Wildlife Mitigation. <br />WHEREAS, Public Law 485 Colorado River Storage Project and Partici- <br />pating Project Act of 1956 recognized in Section 8 of the act, the need to <br />mitigate losses of fish and wildlife, and <br />WHEREAS, the Federal Government must recognize the obligation and <br />commitment to continue and complete the fish and wildlife mitigation plan <br />(Fish and Wildlife Coordination Act) as included in the project feasibility <br />report or plan utilized by Congress for project authorization and as in- <br />cluded in the Environmental Impact Statement that was filed to meet the <br />legal requirements of the NEPA of 1970, and <br />WHEREAS, a strong cooperative effort was begun in fiscal 1979 and <br />continued in 1980 and 1981 between the Bureau of Reclamation, the U. S. r <br />Fish and Wildlife Service and upper basin State wildlife agencies to com- <br />plete mitigation of post and current water development projects, and <br />WHEREAS, mitigation funding for fiscal 1983 and subsequent fiscal <br />years has been strongly reduced, while the total bureau budget has been <br />increased. <br />NOW, THEREFORE BE IT RESOLVED, that the Colorado River Wildlife <br />Council assembled April 4-5, 1983,in Las Vegas, Nevada requests that the <br />administration restore mitigation funding to the fiscal 1984 and subse- <br />quent budgets for high priority wildlife projects which are available <br />for completion, and <br />BE IT FURTHER RESOLVED, that the program to complete wildlife <br />mitigation efforts for past and current projects be continued as es- <br />tablished by agreement contained in the report of the Section 8 Ad Hoc <br />Committee, attached to Resolution No. I of 1982.
