EXHIBIT I RESOLUTION NO. III of the COLORADO RIVER WILDLIFE COUNCIL Las Vegas, Nevada April 4-5, 1983 REAFFIRMATION OF RESOLUTION NO. I of 1982 Relative to Section 8 Funding for Wildlife Mitigation. WHEREAS, Public Law 485 Colorado River Storage Project and Partici- pating Project Act of 1956 recognized in Section 8 of the act, the need to mitigate losses of fish and wildlife, and WHEREAS, the Federal Government must recognize the obligation and commitment to continue and complete the fish and wildlife mitigation plan (Fish and Wildlife Coordination Act) as included in the project feasibility report or plan utilized by Congress for project authorization and as in- cluded in the Environmental Impact Statement that was filed to meet the legal requirements of the NEPA of 1970, and WHEREAS, a strong cooperative effort was begun in fiscal 1979 and continued in 1980 and 1981 between the Bureau of Reclamation, the U. S. r Fish and Wildlife Service and upper basin State wildlife agencies to com- plete mitigation of post and current water development projects, and WHEREAS, mitigation funding for fiscal 1983 and subsequent fiscal years has been strongly reduced, while the total bureau budget has been increased. NOW, THEREFORE BE IT RESOLVED, that the Colorado River Wildlife Council assembled April 4-5, 1983,in Las Vegas, Nevada requests that the administration restore mitigation funding to the fiscal 1984 and subse- quent budgets for high priority wildlife projects which are available for completion, and BE IT FURTHER RESOLVED, that the program to complete wildlife mitigation efforts for past and current projects be continued as es- tablished by agreement contained in the report of the Section 8 Ad Hoc Committee, attached to Resolution No. I of 1982.
