EXHIBIT H <br />PROPOSED LETTER - <br />Last year, the Colorado River Wildlife Council passed the <br />attached resolution and forwarded it to you for whatever assistance <br />you could render in helping us continue a vital fish and wildlife <br />program of critical importance to the several States involved. <br />During the past year little has happened regarding this problem. <br />Without Congress and the Federal government's assistance, <br />impacts upon fish and wildlife resources brought about by Federal <br />Reclamation projects on the Colorado River System, will remain un- <br />solved and uncompensated for, while primary project users enjoy <br />benefits at the expense of fish and wildlife. <br />Since, in fact, this program remains depressed, financially <br />unable to proceed with planned mitigation, and since wildlife miti- <br />gation is in fact part of the project costs, the Colorado River <br />Wildlife Council in annual meeting assembled April 4-5, 1983, in <br />Las Vegas, Nevada, again solicits your assistance by reaffirming <br />the prior resolution of last year. <br />We urge your support to revive the Section 8 program of the <br />Colorado River Storage Project (Public Law 84-485) and to once <br />again move this vital program forward. <br />Sincerely,
