EXHIBIT J <br />RESOLUTION NO. IV <br />of the <br />COLORADO RIVER WILDLIFE COUNCIL <br />Las Vegas, Nevada <br />April 4-5, 1983 <br />IN SUPPORT OF INCREASED FUNDING OF THE <br />DINGELL-JOHNSON ACT BY INCREASING <br />THE BOATING FUEL TAX <br />WHEREAS, the manufacturer's excise tax on fishing tackle is <br />one of the most important sources of funds to support state fisheries <br />and recreational fishing and boating access programs; and <br />WHEREAS,.present funds available under this Dingell-Johnson <br />Program are inadequate to meet the needs and matching capability of <br />the 50 states; and <br />WHEREAS, it has been six (6) years since the adoption by the <br />American Fisheries Society of a resolution urging the Dingell-Johnson <br />financial base be broadened by requiring the recreational boat, motor <br />and boat trailer industry to help in supporting fisheries management and <br />recreational fishing and boat access programs by paying an excise tax on <br />these products; and <br />WHEREAS, States' needs for additional fisheries funds have greatly <br />increased in these past six (6) years, but little progress has been made <br />by the legislative bodies of the United States in expanding the Dingell- <br />Johnson funding base; <br />NOW, THEREFORE, BE IT RESOLVED, that the Colorado River Wildlife <br />Council, being an organization of the seven State wildlife management <br />agencies of the Colorado River Basin, at its meeting, April 4 amd 5, <br />1983, does hereby give its support to H.R. 1724 currently under considera- <br />tion by Congress; and further urges Congress to amend administration of <br />certain revenues in this bill from the U.1S. Department of Transportation <br />to the U. S. Department of the Interior.
