-2- <br />There is no evidence at this time to support identification of any significant <br />impacts due to acid rain upon fish or wildlife in the upper basin of the Colorado <br />River. Localized problems may occur for particular lakes located in precise <br />geologic situations and receiving particular acid emissions; but, there is no <br />convincing pattern of any regional pattern. <br />in the Adirondack Mountains acid precipitation resulting from surplus emissions <br />which are in excess of those being emitted in western U. S. has taken two to three <br />decades to effect sensitive local fisheries where they have changed from good to <br />measurably affected. <br />A map was provided to each state at the Technical meeting, published by the EPA, <br />Portland. The map shows the degree to which various areas in the west are <br />sensitive to acid precipitation based on water alkalinities. <br />Action: A summary report will be presented by Rod Stone'_to-the Council. He will <br />contact USGS,and EPA and find out status of present investigations. <br />Report on Water Quality in Terms of Nutrients in Colorado River - Dr. Larry Paulson, <br />UNLV, and Victor Lambou, EPA, Las Vegas. Further follow-up of 1982 Council <br />Resolution #3. <br />Reduction-of phosphorus levels has had an effect on clorophyll which is a primary <br />productivity measurement. As phosphorus levels decrease due to lower standards <br />placed on effluent discharges in the upper basin, the productivity will decline <br />throughout the drainage below. <br />Action: It is recommended that an update on the status of this situation be given <br />by Dr. Paulson at the Council meeting. It was also recommended that the Council <br />either reaffirm the existing resolution or take a stronger position. <br />tamer Basin Summary - Rod Stone, Chairman <br />other items of interest from the Subtechnical Committee include: <br />1. The upper basin states are concerned that regulations prohibiting import of <br />grass carp may not have been enforced. A 1981 resolution #2 of the Council <br />pertained to grass carp hatcheries and importation. The Council should <br />discuss what measures are necessary to take care of this. These grass carp <br />importations are placing a burden on relationships and may also result in changes <br />in import-export regulations in the future. The upper basin is very interested <br />in getting detailed presentations on grass carp and tilapia information available. <br />2. The Upper Basin Subtechnical Committee is concerned about lack of involvement <br />from other disciplines. This problem also exists to some extent in the Lower <br />Basin ,Subtechnical Committee-. It is recommended that a review of the basis <br />of establishment of the Subtenchnical Committee and its expected performance <br />be provided from the full Council. <br />Lower Basin Summary <br />No additional items.
