EXHIBIT B <br />MINUTES OF THE <br />COLORADO RIVER WILDLIFE COUNCIL <br />TECHNICAL COMMITTEE MEETING <br />SHOWBOAT HOTEL, LAS VEGAS, NEVADA <br />FEBRUARY 1-2, 1983 <br />General Discussion <br />The meeting opened with the introduction of 20 persons representing all member <br />states except New Mexico. Also represented were USFWS, UNLVI USBR , and USEPA. <br />The voting members were identified as follows: <br />New Mexico - Absent <br />Arizona - Gary Edwards <br />California - Fred Worthley <br />Colorado - Pete Barrows <br />Nevada - Jack Dieringer <br />Utah - Rod Stone <br />Wyoming - Bob Wiley <br />Report from Interstate Boundary Waters Committee - Bill Parsons, Nevada <br />Background <br />At the 1982 Wildlife Council a presentation on this item was given; Exhibit E, <br />in the Council minutes. The subject was deemed important enough to have its <br />own standing committee. There was discussion at the subsequent Subtechnical <br />meetings with results as follows: <br />Upper Basin Subtechnical Committee: Member states of the upper basin could not <br />identify evident problems regarding any regulations or endorsement. The wildlife <br />agencies appear to be handling coordination of boundary matters regularly and <br />while boating or other administrating agencies may not be meeting regularly, <br />there does not appear to be the type of concerns identified in the lower basin. <br />Lower Basin Subtechnical Committee: The issue was considered at the Lower Basin <br />Subtechnical Committee meeting. A standing committee, chaired by Bill Parsons, <br />Chief of Law Enforcement, Nevada, reviewed the issue and presented a discussion <br />of the matter at the Technical Committee meeting on February 2, 1983. Mr. Parsons <br />will present his report to the Council in Las Vegas. <br />Report on Acid Rain - Upper Basin Subtech.-Rod Stone, Utah <br />The Upper Basin Subtechnical Committee was provided a presentation by Mr. John <br />Turk, U. S. Geological Survey, who has been involved in acid rain investigations <br />in the west for several years. His report was based on research and communications <br />with researchers in the eastern United States and individual projects in the <br />western U.S. <br />Mr. Turk was firmly of the opinion that acid rain from development is the real <br />problem and not natural succession. -
