<br />JAY W. SKINNER is a physical scientist/researcher and Instream Flow Coordinator for <br />the Colorado Division of Wildlife. He is responsible for the statewide coordination and planning <br />of the field effort for the state's Instream Flow Program and for training of DOW field personnel <br />in in stream flow techniques and also assists other agencies in training. He serves as the DOW <br />liaison to the Colorado Water Conservation Board on in stream flow issues and is responsible for <br />recommending in stream flow amounts to the CWCB for their consideration and approval. He <br />also provides expert testimony to the CWCB for in stream flow issues before the water court. <br />Mr. Skinner is personally involved with more than 200 in stream flow quantifications including <br />field studies, computer analyses using various methodologies, and flow recommendation <br />formulation. Prior to his DOW position, Mr. Skinner was a Water Resource Specialist for the <br />CWCB in the Hydrologic Investigations and Interstate Streams Section from 1985-1987 and was <br />a Hydrologic Technician for the Bureau of Land Management in Montrose, Colo., from 1982- <br />1984. <br /> <br />LITER E. SPENCE is the Water Resources Supervisor in the Fisheries Division of the <br />Montana Department of Fish, Wildlife and Parks, where he supervises the Department's <br />instream flow program. He has been with the Department for 23 years, nine of them as a <br />fisheries field biologist. He was involved in the state's first water reservation proceeding to <br />acquire instream flows in the Yellowstone River Basin in the mid-1970s and in two Missouri <br />River Basin water reservation proceedings which began in the mid-1980s and ended in 1994. <br />Mr. Spence is also responsible for the Department's water leasing program authorized by the <br />1989 legislature that allows the Department to acquire existing water rights to improve in stream <br />flows in dewatered streams. <br /> <br />JO ANN THOMAS has worked for the Colorado Division of Water Resources since 1989 <br />in the areas of personnel, training, leadership development and legislative coordination. She has <br />15 years experience in the telephone and electric utility industry and is a certified Meyers Briggs <br />Personality Type trainer and experienced meeting facilitator. She has facilitated quality teams, <br />special project teams and several statewide efforts including the 1995 Smart Growth and <br />Development Summit. She serves on the Governor's Overhaul Team, which leads a statewide ' <br />effort to increase citizen satisfaction in Colorado. <br /> <br />GREG WALCHER, a fourth-generation native of the Western Slope, was appointed <br />President of Club 20 in 1989. Prior to that position, Mr. Walcher spent a decade in Washington <br />D.C. working on the staff of Senator William Armstrong. He served for five years as Executive <br />Director of the Senator's office, and has worked on issues ranging from agriculture to <br />transportation. Club 20 was founded in 1953 as the political "Voice of the Western Slope" and <br />has been active in a wide range of issues, including water, highways, economic development, <br />tourism promotion and the environment. Its members include counties, cities, businesses, <br />chambers, individuals and associations. Club 20 promotes the Western Slope's interests through <br />activities focusing on public education promotion and political action. <br />
