<br />CINDY ROBERTSON has been a Fishery Biologist for the Idaho Department of Fish and <br />Game for eleven years. Her duties for the past six years include supervising the Department's <br />instream flow program and representing the Department's interests in the ongoing Snake River <br />Basin Adjudication. Prior to coming the Department of Fish and Game, Ms. Robertson worked <br />for five years as a Fisheries Technician for the U.S. Forest Service, the U.S. army Corps of <br />Engineers, and the U.S. Fish and Wildlife Service. Her job duties included collecting and <br />analyzing stream survey date to provide for timber sales reviews, monitoring chinook and <br />steelhead survival on Corps of Engineer fish transportation barges, and evaluating small <br />hydropower project applications for potential impacts to fish and wildlife. <br /> <br />PHILIP C. SALETI A is a supervisory resource engineer for the Colorado Springs <br />Utilities Water Resources Department. He is responsible for water resource planning and <br />development for the community of Colorado Springs, including water rights acquisition, <br />protection and administration; integrated water resource planning studies; and water development <br />project management. Mr. Saletta is a registered professional engineer and has more than 12 <br />years experience in water resources. <br /> <br />HARRIS D. SHERMAN is the managing partner of the Denver office of Arnold & Porter <br />Previously, he served as Executive Director of the Colorado Department of Natural Resources <br />from 1974-1980. During this period he also served as Chairman of the Colorado Water Quality <br />Control Commission, Chairman of the Colorado Mined Land Reclamation Board, and as the <br />Commissioner of Mines. Since becoming a partner at Arnold & Porter in 1980, Mr. Sherman <br />has handled a wide variety of environmental matters including NEPA, the Clean Water Act, <br />Superfund, RCRA, Endangered Species Act, and other federal statutes, as well as most <br />environmental programs enacted or implemented at the state and local governmental levels, <br />including work associated with minimum stream flows. His environmental practice extends from <br />representation of major companies (mining and energy, recreation, ski resorts, real estate, <br />chemical and manufacturing) to a number of public sector entities, including state and local <br />governments and Indian tribes. He is currently a member of the National Advisory Board of the <br />Trust for Public Land. He has served as chairman for the Denver Regional Air Quality Council, <br />vice chairman of the Colorado Chapter of the Nature Conservancy, and serves on the boards of <br />several other respected organizations. <br /> <br />CATHY SIllPLEY has been a Field Representative for the Colorado Department of Local <br />Affairs for four years. She works closely with local governments to help them achieve their <br />goals by providing management, planning and community development technical assistance, as <br />well as coordinating department services, including financial assistance. Her facilitation <br />experience includes the 1996 Smart Growth and Development Summits. <br /> <br />HAL SIMPSON has been the State Engineer for the State of Colorado since 1992. He is <br />responsible for the direction and management of the Division of Water Resources which has a <br />staff of 220 FTE and a budget of approximately $11 million. The Division is responsible for <br />distribution and administration of water in accordance with statutes and interstate compacts; the <br />implementation of a statewide dam' safety program; the permitting of the use of ground water <br />and construction of wells; the collection and dissemination of data on water use and streamflow; <br />and conducting various studies concerning water resources and the availability of water supplies. <br />The State Engineer is Colorado's commissioner on five interstate compacts and is responsible <br />for assuring compliance with these compacts. The State Engineer is also the Executive Director <br />of the Colorado Ground Water Commission and is the Secretary of the Board of Examiners for <br />Water Well and Pump Installation Contractors. <br />
