<br />ROBERT M. WEAVER is an Environmental Consultant and project manager for <br />Hydrosphere Resource Consultants in Boulder, Colo. He has 25 years of experience in the fields <br />of water resources planning and development, water quality, environmental impact assessment <br />and public policy issues associated with management of natural resources. He has a broad range <br />of experience throughout the Rocky Mountain Region in issues associated with the development <br />and management of water resources including federal, state and local permitting requirements. <br />In the early 1970s, Mr. Weaver was the Executive Director of Colorado Trout Unlimited and <br />was involved in the drafting of Senate Bill 97 which established the Colorado Instream Flow <br />Program. His involvement in in stream flow issues includes consulting work for environmental <br />organizations, ski areas, and water districts on the technical and public policy issues associated <br />with in stream flows. In addition, he has represented environmental organizations as a member <br />of the Management Committee for the Recovery Program for the Endangered Fishes of the <br />Upper Colorado River. <br /> <br />CHARLES B. "BARNEY" WIllTE is a member of the firm of Petros & White, LLC <br />in Denver, Colo. Before forming this firm in March, 1996, Mr. White was a shareholder in <br />Brownstein, Hyatt, Farber & Strickland, P.C. His practice emphasizes water rights and public <br />land law in Colorado and other western states. He has taught water law at the University of <br />Denver and written several law review articles on water rights and water quality issues. Since <br />1982, Mr. White has represented the owners of several private instream flow rights in the <br />Gunnison River Basin and participated in the adjudication of the claim to refill Taylor Park <br />Reservoir for downstream fishery and recreational uses. <br /> <br />DUANE WOODARD is currently General Counsel with the Constitution Subcommittee of <br />the U.S. Senate Judiciary, chaired by U.S. Senator Hank Brown. Mr. Woodard served eight <br />years as the State of Colorado's Attorney General and Chief Legal Officer for two <br />administrations, Governors Richard Lamm (1983-1986) and Roy Romer (1987-1991). In 1976, <br />Mr. Woodard was elected to the Colorado General Assembly and served as the Senate Assistant <br />Majority Leader from 1979-1980. <br /> <br />THE CRESTED BUTTE RIVER WATCH PROGRAM is sponsored by the <br />Colorado Division of Wildlife to collect data on the water quality of local rivers and to provide <br />students with the opportunity to participate in real science. Middle school and high school <br />students collect water samples and chemically test them in the lab using sophisticated equipment <br />and techniques. The data students collect is kept in a Division of Wildlife data base to be used <br />by their Natural Resources Dept. as well as by anyone else who might need it. Locally, students <br />sample the Slate River in Crested Butte and the East, Taylor and Gunnison Rivers in Almont. <br />They have been sampling these rivers since December of 1991, every month throughout the <br />year. <br />
