They have designed studies for habitat assessments which include habitat
suitability and habitat mapping for both warm-water and cold-water systems. In addition,
they have the capability to include other components of aquatic systems, such as macro-
invertebrates, into the overall fisheries project. This is typically done in order to develop
biomass estimates, fish food production estimates, and stream health indices.

In-house methods used in instream flow evaluations include the most current versions of
IFIM software from the U.S. Fish and Wildlife Service, National Ecology Research Center.
Miller Ecological Consultants, Inc. has conducted IFIM studies at over 100 individual study
sites over their 1 5-year history, including complex analyses of multi-river networks to
develop instream flow recommendations for water use and project impact assessment.

Miller Ecological Consultants, Inc. has extensive experience in instream watef temperature
monitoring and modeling. Dr. Miller is co-author of the Instream Water Temperature Model
which is used by the U.S. Fish & Wildlife Service in their water temperature modeling
courses. This model has been used for thermal modeling in both cold-water and warm-
water systems for a variety of applications, including the analysis of alternative reservoir
operating regimes on instream water temperatures. Miller Ecological Consultants, Inc. has
incorporated water temperature studies as part of overalllFIM studies to develop
temperature criteria for both game and nongame species.

Ecological modeling, a relatively new approach to fishery and aquatic system assessments,
is also offered by Miller Ecological Consultants, Inc. This technique blends physical and
biological parameters to understand interrelationships among individual components of a
system, such as fishery production. Applications of ecological modeling include
determining population changes as a function of streamflow, water quality, land use, or
fishery management,

2.1.3. Pioneer Environmental Services

Pioneer provides consulting services in the areas of environmental compliance, impact
assessment and mitigation, biological investigation, and natural resource management
planning, Pioneer maintains a core of in-house professionals and accesses an established
network of collaborating firms and individuals with expertise in a wide range of topical
disciplines and ecological zones. This arrangement permits Pioneer to provide clients with
state-of-the-art support in the most cost effective manner. Established clients include
governmental management and regulatory agencies.

Over its a-year history, Pioneer has provided services to 90 projects which have involved
water project development; pipeline, road, and power line construction; reservoir
management; ski area development; and expansion of military operations areas, Their
capabilities and experience include the following service areas:

4

Ayres Associates
