Their
involvement ranges from literature and file searches (Class I inventory), through to full
scale, 100 percent surface surveys (Class III cultural resource inventory). They are well
versed in Native American consultation procedures, including paleontological investigation.
Metcalf continues to be actively involved in the upper Yampa Valley, generally from
Maybell to the Continental Divide, including cultural resource surveys in the drainages of
Fortification Creek, Spring Creek, and Deception Creek, as well as along the mainstem of
the Yampa.

2.2. Key Project Personnel

This section describes the qualifications and experience of the individuals who will be
directly assigned to the Elkhead Reservoir/Yampa River Basin Operation and Management
environmental permitting project. In general, our proposed approach to project coordination
and management involves an overall Project Manager who will be supported by Discipline
Managers, each of whom will assume responsibility for a specific discipline area. These
individuals have been selected based on their specific experience with NEPA-related studies
and document preparation, their skills and experience in managing multidisciplinary study
teams, their knowledge of the project site and its relationship to the Yampa and Colorado
River basins, and their familiarity with local, state, and federal agencies who will be
involved in the project. The accompanying organization chart illustrates areas of
responsibility for individual members of the Project Team.

5

Ayres Associates
