Company Qualifications and Experience <br /> <br />2.1.1. Ayres Associates <br /> <br />Resource Consultants & Engineers, Inc. merged with Owen Ayres & Associates, Inc. in <br />May 1994. Ayres Associates is a well established civil engineering firm based in Eau <br />Claire, Wisconsin. Their expertise covers a wide variety of disciplines, including <br />architecture; environmental and waste management; photogrammetry; surveying; and <br />structural, transportation, and water resources engineering services. Ayres Associates is <br />currently ranked 192nd in the Engineering News-Record's annual listing, RCE's expertise in <br />the environmental and water resources fields complements Ayres Associates' professional <br />consulting services. <br /> <br />Ayres Associates personnel have extensive experience in the Rocky Mountain region, and <br />specifically in the Yampa and Upper Colorado River Basins in the fields of water resources <br />development, hydrology, reservoir operational analysis, evaluation of flow and sediment <br />impacts on endangered fish habitat, and environmental assessment in relation to NEPA <br />permitting and compliance activities. In addition, Ayres Associates has supported many <br />local, state and federal agencies on a wide variety of water resource development projects <br />with in-depth technical analysis of river engineering, sediment transport, channel <br />stabilization, water marketing, and reservoir and systems operation studies. Appendix B <br />provides a summary listing of relevant water resources and environmental projects <br />performed by the firm, <br /> <br />A team of key project personnel possessing experience in managing and/or conducting <br />environmental permit studies in all disciplines which will be required for the Elkhead <br />ReservoirlYampa River Basin Operations and Management Project has been assembled from <br />the in-house resources of Ayres Associates. This management team will be headed by Dr, <br />David Frick, who brings more than 20 years of multidisciplinary team management <br />experience to the project. Dr. Frick and these key individuals will take an active role in all <br />studies and environmental analyses to include public scoping sessions and, thus, will be <br />well prepared to support the lead agency and applicant in meetings and public hearings <br />throughout the review process, <br /> <br />2.1.2. Miller Ecological Consultants, Inc. <br /> <br />Miller Ecological Consultants, Inc. will continue to playa key role in the characterization <br />and assessment of aquatic resource issues associated with the Yampa River Basin <br />Operation & Management Plan, and the Elkhead Reservoir enlargement project, through Dr, <br />Miller's role as subcontractor to the project team. His firm provides ecological consulting <br />services in fishery, aquatic, instream flow, and ecological modeling studies, with special <br />emphasis and experience throughout the Western United States. <br /> <br />Project experience includes instream flow assessments, habitat evaluation, habitat <br />inventory, and ecological modeling for new water projects, existing facilities, and land use <br />alternatives.
