Experience

Dr. Evans is an experienced natural resource manager and range scientist. As a cattle rancher,
he has gained first-hand knowledge of private as well as public aspects of resource use and
management. He has taught at the university level in range economics and ranch inventory
and management planning. He has also combined economics and optimization techniques with
range science and practical management. At PIONEER, he has served on several projects as
NEPA document project manager and resource manager as well as head environmental
inspector. He has displayed expertise in management and on-the-ground decision making while
adding understanding of the environmental compliance process to his credentials.

Representative Projects

Telluride Ski Area Expansion. Project manager working with the U.S. Forest Service to
complete an EIS for this major Colorado ski area expansion.

Aspen Highlands Expansion Project Project manager working with the U.S. Forest Service
to complete an EIS for this major Colorado ski area expansion.

Reservoir Management Planning Project. Project manager on this interdisciplinary team
working under Bureau of Reclamation supervision to produce management plans and
associated NEPA analyses for 14 Utah and Wyoming reservoirs.

Uinta Basin Lateral Natural Gas Pipeline. Head environmental inspector on this pipeline
project in northwestern Colorado working under the Bureau of Land Management and the
Federal Energy Regulatory Commission.
