A measure was deemed unsuccessful if <br />only a minor portion of its intended purpose was realized. <br />This study ranked 61% of the 432 measures requested as ultimately success- <br />ful or marginally successful. Furthermore, 93% of the 288 measures implemented <br />has some degree of success associated with their implementation. However, it <br />must be noted that the procedure used to arrive at this judgement relied heavily <br />on qualitative data because quantitative pre-and post-impoundment studies were <br />rarely available. Therefore, the findings on success must be viewed as rough <br />indicators of the true effectiveness of fish and wildlife recommendations. <br />CONCLUSIONS AND RECOMMENDATIONS <br />The research findings strongly suggest changes in the fish and wildlife <br />recommendation process. These changes may be accomplished by amendment to <br />the Act, promulgation of regulations under the Act, and revision of agencies <br />policies. These findings specifically support changes that would: <br />1. Require specification of measures and consider the need for <br />additional pre- or post-construction investigations <br />2. Provide for post-construction studies in evaluating proposed and <br />existing projects to determine with greater accuracy the impacts <br />of the project on fish and wildlife resources <br />3. Require the sponsoring agency to advise the Secretaries of Interior <br />and Commerce and the respective state agency of its proposed disposi- <br />tion of fish and wildlife recommendations, including their implemen- <br />tati on schedul e <br />4. Establish procedures that would ensure full consideration of recom- <br />mendations offered in post-construction studies and require the spon- <br />soring agency to report their action on the measures <br />5. Provide Congress and/or the Office of Management and Budget with <br />annual progress reports documenting efforts undertaken to implement <br />fish and wildlife measures <br />21 <br />
