The final Supplement will address the responses of
both publ ic and agency reviews and publ ic hearing cOlTlTlents prior to the
final filing.
The December 22, 1983, operating pol icy set aside 66,000 acre-feet
out of the 100,000 acre-foot power pool to be util ized to meet the
demands of historic agricultural and municipal beneficiaries (as of
1977) of Green Mountain water. The operating policy provides that Green
Mountain Reservoir will continue to be operated to meet the demands of
these historic beneficiaries. The yield from the remaining 100,000
acre-foot pool, approximately 28,800 acre-feet of water, could be
available for sale under long-term contracts. Currently, analysis by
the Bureau indicates that there could be a marketable yield of approxi-
mately 25,800 acre-feet with a shortage of up to 30 percent in some
months.
In May 1984, the Colorado River Water Conservation District issued
a request for potential contractors for water from Green Mountain
Reservoir. Respondees were requested to complete a questionnaire pro-
viding detailed information to support the volume of water requested.
The resulting demands for Green Mountain water include municipal,
domestic, municipal/domestic, irrigation, golf course irrigation, and
snowmaking, oil shale, and other industrial uses.
The River District received requests from 23 potential contractors
in response to the May notice. Since then an additional six requests
for water have been received by the River District or the Bureau.
Requests were received for sale or exchange of Green Mountain water from
the Fraser River drainage, the Bl ue River drainage (incl uding the Snake
River and West Ten-Mil e Creek) above and below Di 11 on Reservoir, the
Eagle River drainage, and the Colorado River drainage.
