<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />comply with the relevant environmental legislation and regulations in an <br />effective and timely manner that will enable an early transfer of water <br />marketing responsibil ity at Green Mountain Reservoir to an appropriate <br />contracting entity. <br />The Colorado River Water Conservation Districtt a political sub- <br />division of the State of Coloradot organized in 1937 under CRS <br />37-46-101t ~ ~.t has expressed a desire to contract with the United <br />Statest pursuant to Federal Reclamation laws and the laws of the State <br />of Coloradot to market agricultural t municipal and domestict and <br />industrial water service from Green Mountain Reservoir to meet the needs <br />of users in the Colorado River Basin in western Colorado. To datet no <br />other entity has expressed an interest in marketing the water. The <br />River District and the Bureau commenced formal negotiations in February <br />1985. <br />The Bureau assisted the River District in preparation of the scope <br />of work and pl an of study under the July 1984 cooperative agreement. <br />The River District initiated action to contract for preparation of <br />environmental compliance documents to address the environmental and <br />socioeconomic impacts associated with the various al ternatives for the <br />sal e of water from Green Mountain Reservoir. The Bureau provided over- <br />sight and technical qual ity control in the overall NEPA effort. <br />Hydrologic information was provided by the River District for water <br />users outside Summit CountYt by the Summit County Board of County <br />Commissioners for water users within Summit CountYt and by the Bureau of <br />Reclamation Eastern Colorado Projects Office for reservoir and river <br />operation studies. In accordance with the National Environmental Policy <br />Act and regulations promulgated by the Council on Environmental Qualtity <br />the Bureau will file the draft Supplement with the Environmental <br /> <br />- 7 - <br />
