Under <br />these definitions, snowmaking is classed as an industrial use. In addi- <br />tion, the Bureau of Reclamation, Lower Missouri Region has classified <br />the use of water for golf course irrigation as an industrial use unless <br />such water is derived from a municipal or quasi-municipal treatment <br />facility. If water is derived through a treatment facility, the use <br />would be classed as municipal. <br />The references cited and extracted above provide the legislative <br />basi s for water sal es contracts from Green Mountain Reservoir. To date, <br />only interim water sal es contracts for Green Mountain water have been <br />negotiated. The Bureau of Reclamation considered the public interest in <br />such sales significant enough to warrant an environmental analysis of <br />alternative sales procedures. <br />The decision was made by the Bureau to proceed directly to an EIS <br />without a prel iminary environmental assessment, and to issue a <br />Supplement to the Final Environmental Statement for the Colorado-Big <br />Thompson, Windy Gap Projects (USBR 1981). The analysis of alternative <br />water sales procedures in the Supplement were prepared in compl iance <br />with the National Environmental Pol icy Act of 1970, as amended, and <br />other Federal legislation as appropriate. <br />On July 23, 1984, the Bureau of Reclamation, Lower Missouri Region <br />(Bureau), signed a cooperative agreement with the Colorado River Water <br />Conservation District (River District) to provide for the River District <br />to contract for the appropriate NEPA compl iance and conformance with <br />other Federal or State legislation that may bear on evaluating the <br />potential environmental impacts associated with marketing water from <br />Green Mountain Reservoir. The stated purpose of this agreement was to <br /> <br />- 6 - <br />
