<br />sales. The analysis considers the physical (hydrologic) constraints of the <br />Fraser River, Blue River, Eagle River, and Colorado River systems to <br />support the requested levels of water sales and/or exchange as well as a <br />maximized level of water sales. In addition, the impacts of legal or <br />policy constraints such as recommended or appropriated instream flows are <br />assessed. <br /> <br />This Supplement will address a determination by the Bureau of Reclama- <br />tion of the appropriate quantity and uses related to the sale of water from <br />Green Mountain Reservoir. The Supplement will also serve as a basis for a <br />biological assessment of the impacts of water sales on threatened and <br />endangered species as required by Section 7(c) of the Endangered Species <br />Act of 1973, as amended. The biological assessment has been prepared as a <br />separate document (Appendix G). <br /> <br />1.3 Scope of Environmental Issues to be Identified and Addressed <br /> <br />The scope of environmental issues to be identified and addressed in <br />this Supplement was determined by a variety of processes. These included <br />the activities of an Environmental Work Group formed in 1984 and consisting <br />of the Colorado River Water Conservation District, the Bureau of Reclama- <br />tion, Lower Missouri Region, and both state and county representatives. <br />Analyses by the River District's contractors for the EIS Supplement, <br />participation by the Colorado Water Conservation Board as a cooperating <br />agency in the EIS process, and close coordination with the Colorado Divi- <br />sion of Wildlife also contributed to the identification and development of <br />the scope of environmental issues to be addressed. <br /> <br />Most importantly. a series of public scoping meetings were held and <br />followup interviews were conducted to obtain input from potential contractors <br />for Green Mountain water, as well as from interested public and private <br />agencies and individuals in the affected areas of Summit, Eagle. and Grand <br />counties. Public scoping meetings were held in Glenwood Springs, Colorado <br />on September 13, 1984 and in Frisco. Colorado on September 20. 1984. A <br />Federal and State agency scoping meeting was held at the Federal Center in <br />Denver, Colorado, on October 25. 1984, and an informational briefing was <br />presented to representatives of ski areas and county and municipal govern- <br />ments on Januarj 15, 1985. in Frisco, Colorado.
