<br />on preliminary results of hydrologic and aquatic analyses was held on <br />March 1, 1985. at the Federal Center in Denver, Colorado. for all <br />interested agencies and individuals. Details of the scoping process are <br />presented in Chapter 6. <br /> <br />The scoping process resulted in a determination that analytical work <br />was requi~ed in eight disciplinary_ areas: hydrology and reservoir system <br />operations, river hydraulics, water quality, aquatic biology. wildlife <br />biology. riparian and wetland vegetation, recreation assessment, and <br />social-economic assessment. The major issues addressed are: <br /> <br />1. Social and economic effects in the affected area. particularly as <br />related to summer and winter recreation use. <br /> <br />2. Physical and chemical effects on aquatic communities, particularly <br />fisheries. in Green Mountain Reservoir and streams above and <br />below the reservoir. <br />3. River and stream channel stability. <br /> <br />4. Effects on terrestrial wildlife and riparian vegetation. <br /> <br />5. Effects of reservoir drawdown and pool levels, as related to <br />recreation use. <br /> <br />6. Physical capacity of small tributaries in the Fraser. Blue, and <br />Eagle river drainages to deliver water for snowmaking and other <br />uses during the winter months. <br /> <br />7. Effects of legal and policy constraints such as recommended or <br />appropriated instream flows on the capability of small streams to <br />deliver water. <br /> <br />8. Effects on threatened and endangered species. <br />9. Compliance with authorizing legislation. <br /> <br />1.4 Operating Policy and Revisions <br /> <br />Senate Document 80 (Act of August 9. 1937) outlined the construction <br />and operating conditions for the Colorado-Big Thompson project. Construc- <br />tion requirements included storage on the Blue River at Green Mountain <br />Reservoir. located about 13 miles southeast of Kremmling. Colorado (Fig. <br />1.1). The reservoir would be used to replace watez diverted to the eastern <br /> <br />1-7 <br />
