water rights benefiting from Green Mountain perfected between 1977 and
1984. This reserve storage to benefit small users (less than 2.0 cfs
diversion capacity) is computed in Appendix C1. For the small users who
will not be seeking individual water service contracts, this unallocated
volume of water will provide a degree of protection equal to that afforded
the pre-1977 Green Mountain beneficiaries. The adjusted maximum annual dry
year demand for small users was estimated at 5000 acre-feet. Thus, the
current total demand for Green Mountain water sales contracts is estimated
at 22,704 acre-feet.

Table 1.1 shows that the snowmaking and municipal/domestic requests
represent 20% and 22% of the identified requests, respectively. Irrigation
represents about 6% of the request and industrial demand (011 shale) about
53%. This Supplement incorporates these identified and additional demands
into analysis of the environmental implications of several levels of water
