The following environmental and social/economic commitments are included in the project plan: <br />• Disturbed areas will be restored through the replacement of topsoil, preparation of land <br />for seeding, and seeding with grasses and shrub species. Loss of mature trees would be <br />avoided. <br />• There will be no effect on GVIC water rights, water uses, or water supplies. <br />• Private landowners involved will be protected by mutually agreed stipulations to minimize <br />construction impacts and to rehabilitate any damages. <br />• There will be no adverse economic effects or increased cost to GVIC. <br />• Construction, operation, and maintenance expenses will be borne by the Recovery <br />Program and/or the Service as explained in Chapter 2. <br />• If fish screens are needed, they would be constructed and. operated at the expense of the <br />Recovery Program and/or the Service as explained in Chapter 2. <br />• It is anticipated that endangered fish may be lost into the GVIC Canal. There would still <br />be a net benefit to the fish and incidental take could be minimized through development of <br />reasonable and prudent measures. <br />• If additional passageways are constructed on the Price-Stubb Dam and the Government <br />Highline Diversion, construction, operation, and maintenance expenses will be borne by <br />the Recovery Program and/or the Service. However, if a private party were to construct <br />hydropower facilities at the Price-Stubb Dam, costs of passageway would be negotiated <br />with that party. If fish screens are needed at the Government Highline Diversion, <br />construction, operation, and maintenance costs would be borne by the Recovery Program <br />and/or Service. <br />All stipulations included in Clean Water permits for the project will be followed. <br />22
