CHAPTER IV - CONSULTATION AND COORDINATION <br />General <br />Development of the preferred alternative has occurred over several years. Initially, the primary <br />participants in the planning were the Recovery Program agencies and organizations and GVIC. <br />Early in 1997, a letter was mailed to 35 persons, agencies, and organizations who could <br />potentially be affected by the project or who would be expected to have relevant information on <br />the project. This letter announced the preparation of the draft EA, described the preferred action, <br />and requested comments and concerns. <br />Reclamation issued a news release in April, 1997 with a description of the proposed action and <br />requested concerns be identified. This release received good coverage in the local newspaper as <br />well as on television. <br />In addition, several individuals and organizations were contacted directly to obtain information for <br />preparation of the EA. These included: <br />-Grand Valley Irrigation Company (GVIC) <br />-Orchard Mesa Irrigation District <br />-Grand Valley Water Users Association <br />-Fish and Wildlife Service-Colorado River Fish Recovery Program <br />-Adjacent private landowners <br />-State Historic Preservation Office <br />-George Kidd, Consulting Fishery Biologist <br />-Corps of Engineers <br />-Bureau of Land Management <br />-Grand Junction Area Chamber of Commerce <br />-Mesa County Department of Planning and Development <br />-Rifle Area Chamber of Commerce <br />-Palisade City Manager <br />The draft EA addressed the major public concerns brought up in the planning process. These <br />initial concerns and concerns brought up in the public review of the draft EA are discussed in the <br />following paragraphs. <br />23
