GLEN CANYON ENVIRONMENTAL STUDIES <br />PHASE II TECHNICAL STUDY PLAN OUTLINE: <br />Fiscal Year 1989 and <br />Process for Completion of the Technical Studies <br />I. INTRODUCTION <br />A. Objective <br />This study plan represents an initial attempt to <br />outline the specific studies required to address the <br />Phase II objectives of the Glen Canyon Environmental <br />Studies (GCES). This information was developed in <br />response to a directive from the Executive Review <br />Committee to provide a more definitive outline of the <br />technical requirements, the costs, and the time <br />required to complete the environmental and economic <br />portions of the GCES Phase II technical studies <br />program. <br />This document begins with a brief discussion of the <br />approach, the primary directives, and guidelines that <br />the technical study teams are working under. A request <br />is made to the Executive Review Committee for clarifi- <br />cation of certain areas and directions. fiscal year <br />1989 studies are derived from the technical categories <br />of studies addressed at the January 9-10, 1989 GCES <br />Environmental Study Team meeting. <br />B. Approach <br />The Phase II Study Plan is presented in four sections: <br />(1) fiscal year 1989 Monitoring, Data Analysis, and <br />Integrated Study Plan, (2) Boundaries in the Design of <br />the Technical Program, (3) Critical fiscal year 1989 <br />Study Needs, and (4) Development of an Integrated <br />Study Plan for fiscal years 1990-91. <br />The development of these technical categories of <br />studies implements the focus identified by the GCES <br />Environmental Study Team discussions on January 9-10, <br />February 16-17, and March 20-21, 1989. In addition, <br />the approach integrates. the technically oriented <br />environmental concerns raised by the resource bureaus <br />and agencies associated with the GCES Program. The <br />overall GCES process and policy boundaries are defined <br />in the "GCES Phase II and III Program for Implementa- <br />tion" and are not discussed in this document. <br />1
