Box 25486, DFC <br />Denver, CO 80225 <br /> <br />Dear Mr, M:;lddllx: <br /> <br />RE: comments on eis-channel flooding <br /> <br />Due to the voluntary nature of this program, the Delta County Board of Commissioners has only a few <br />concerns. Our primary concern is that of mosquitoes. There is nothing in the document referring to <br />mosquito control. It is our belief that if you are successful in acquiring easements, there will be an <br />increase in breeding areas, The local mosquito district is already hard-pressed to control those areas <br />along the river. <br /> <br />We believe the USF & W must assist the mosquito district financially to deal with any extra burden placed <br />on them as a result of this program. The mosquito district is a special district by law in the State of <br />Colorado. They have a right, if not a requirement, by that same law to operate effectively within their <br />defined boundaries. It is our understanding that the USF & W is also trying to limit the types of spray used <br />in the areas along the river. The only approved sprays being much more costly than those currently used <br />by the district. It is our belief that those additional costs should also be covered by the USF & W. <br /> <br />We are also concerned that landowners have a clear understanding of the program. There are a number <br />of different "divisions" of USF & Woperating in the area and the opportunities for confusion are numerous. <br />The overall project appears disjointed with each "division" doing its own thing, hosting its own meetings <br />and, at times, is perceived not even communicating with the other, let alone with the public.
