We have invited and
have had good participation from a wide range of govemmental entities involved with
the river corridor. This partnership of concems has great potential to develop an
exceptional project, addressing the needs of all concerned.

We would hope that the efforts of the Recovery Program could have an integral place
in this process and that our plan may even help identify opportunities for the recovery
program. What we would rather not see is this Recovery Program used as a
stepping stone to change the designation of the Gunnison to endangered species
waters, making it even more difficult for our citizens and property owners to use,
develop and protect their lands.

I have been told that the Recovery Program is a different division of U.S. Fish and
Wildlife than the Regulatory Division and that this is a disconnected issue. From our
side of the fence, that is hard to see. We would hope to work with your agency with
intelligence and respect for the work you are trying to do. We would like to be treated
the same way by all of your agency members.

If we cannot get to the point of seeing the needs of people, as well as fish and
wildlife, it may not be in the best interest of the community of Delta to support this
program. Without these understandings, the environmental impacts of this program
could have great adverse affects on the people of Delta.

Cc: City Manager
