<br />Volume Iii - Comments and Responses <br />FEIS - Navajo Reservoir Operations <br />? Impacts to the trout fishery below Navajo Darn, with accompanying negative <br />effects to the economies of surrounding communities and the tourism trade in <br />general. Roughly the same proportion of commentors specifically cited this as a <br />concern. <br />? Concern about potential water quality degradation in the San Juan River and <br />accompanying effects on the trout fishery and other wildlife, as well as on the <br />quality of life in general and on area industries. Concern was equally expressed <br />about the effectiveness of the endangered fish conservation methods and measures <br />represented by the Flow Recommendations' and as presented in the DEIS. <br />Format <br />Comments within letters are indicated as follows: specific and general comments and <br />responses are denoted in the text of letters by a line in the margin, and responses are <br />included in the "H. General Comments /Responses" section as described above, or at the <br />side and on the same page. <br />Content of Responses <br />Both general and specific responses include additional explanation or elaboration and, in <br />some instances, have resulted in textual changes. Unelaborated criticism of agency mission <br />or project initiation, analysis, methodology, or outcomes is noted, but more specific <br />comments in those areas have received specific responses. If no substantive response is <br />determined to be necessary, that decision has been explained. <br />II. General Comments and Responses <br />General Comment 9: The general planning process for the DEIS was flawed: <br />(a) The DEIS does not fully analyze impacts (including impacts after full water <br />development). <br />Response: Chapter III of the environmental impact statement (EIS) identifies affected <br />resources and impacts of alternatives using the best data available.
