Box 276 <br />Death Valley, CA 92328 <br />February 7, 1979 <br />RESOLUTION 78-3 <br />RELATIVE TO THE TRANSPLANTATION OF ANIMALS AND PLANTS <br />WHEREAS many animals and plants are listed as endangered and threatened under <br />the Federal Endangered Species Act, and <br />WHEREAS transplantation within historic ranges may be a feasible and desirable <br />management option designed to preserve these species, and <br />WHEREAS acceptance of such transplantation by states, organizations, and <br />individuals needs to be widened; now therefore be it <br />RESOLVED that the Desert Fishes Council, an organization numbering in excess of <br />300 persons and comprising a nationwide and international representation <br />of federal, state, and university scientists and resource specialists, <br />members of conservation organizations, and individuals concerned with <br />long-term environmental values, meeting at its Tenth Annual Symposium in <br />Las Cruces, New Mexico on November 17, 1978, does hereby recommend that <br />the U.S. Fish and Wildlife Service explore the legal basis for, and the <br />possible rapid.,implementation of, a policy to declare such transplanted <br />populations as experimental and as unlisted under the Act, and to exempt <br />such populations from inclusions under designations of critical habitat, <br />unless and until such transplants may be demonstrated to be essential to <br />prevent extinction of such taxa, except that prohibitions and penalties <br />against unauthorized possession, taking, and related actions shall still <br />apply, and be ?t ,further <br />RESOLVED that copies of this Resolution.be forwarded to the Director of the U.S. <br />Fish and Wildlife Service, to the Governors of the 50 states, and to the <br />Secretaries of Agriculture and Interior. <br />PASSED WITHOUT DISSENTING VOTE Feter T: <br />G.
