Box 276 <br />Death Valley, CA 92328 <br />February 7, 1979 <br />RESOLUTION 78-2 <br />RELATIVE TO CURRENT ADMINISTRATIVE RESTRICTIONS <br />AFFECTING THE CALIFORNIA DEPARTMENT OF FISH AND GAME <br />WHEREAS the Governor of California has directed that a freeze on hiring and <br />severe limitations on spending be implemented by all California state <br />agencies, and <br />WHEREAS under such restrictions the Department of Fish and Game cannot <br />effectively manage the fish and wildlife resources of the state, and <br />WHEREAS the Department of Fish and Game is essentially self supporting through <br />the sale of fishing and hunting licenses purchased voluntarily and in <br />good faith by the people of California as a means of assuring the services <br />they are currently being denied, and <br />WHEREAS the hiring and spending restrictions currently imposed upon the Department <br />of Fish and Game cannot be justified by any reasonable rationale, now <br />therefore be it <br />RESOLVED that the Desert Fishes Council, an organization numbering in excess of <br />300 persons and comprising a nationwide and international representation <br />of federal, state, and university scientists and resource specialists, <br />members of conservation organizations, and individuals concerned with <br />long-term environmental values, meeting at its Tenth Annual Symposium <br />in Las Cruces, New Mexico on November 17, 1978,-does hereby request that <br />the hiring and spending restrictions currently imposed upon the Department <br />of Fish and Game be immediately rescinded and that no similar restrictions <br />be incorporated into the 1979-80 Department budget, in order to allow the <br />Department to more effectively manage the fish and wildlife resources of <br />California, and be it further <br />RESOLVED that copies of this resolution be forwarded to the Governor of California, <br />to various news media, to the chairpersons of appropriate committees within <br />the California Legislature, to the Director of Finance, to the Secretary for <br />Resources, to the Director of Fish and Game, to the Southern Council of <br />Conservation Clubs, and to members of the California Legislature as deemed <br />appropriate. <br />PASSED WITHOUT DISSENTING VOTE A T: <br />Peter G. anchez <br />Chairman
