August 2000 CRWIM * Ya,7p Rher Basin Small Resmw Study - Am 2 Report -Page ? 12 <br />I3.0 PRELIMINARY EVALUATION OF PHASE 2 POTENTIAL <br />SMALL RESERVOIR SITES <br />' 3.1 DEVELOPMENT OF FINAL LIST OF SMALL RESERVOIR SITES <br /> Phase 2 of the study was initiated with phone conversations and meetings with water commissioners, <br /> basin directors, landowners, and interested parties to obtain feedback on Phase 1 and determine <br />' whether additional sites warranted further 'investigation. Based on discussions held during May and <br /> June 2000 and a meeting held in Craig, Colorado on June 6, 2000, it was determined that Table 1 was <br /> a good starting point for Phase 2. However, it was suggested that, rather than "screen" sites from <br />' further consideration, sites might be added or removed over time dependent upon individual <br /> situations. For example, if a site has sufficient water yield, but currently does not have landowner <br /> interest, it should not be "screened" out from future consideration, but tabled in the event that such <br />' interest arises later. <br /> In addition, it was suggested that the sites shown on the figures in the Phase 1 Report may not be in <br />' the optimum location, and might be adjusted during Phase 2 and future field reconnaissance activities. <br /> Since the sites were selected primarily from previous studies and topographic maps, it was agreed that <br /> precise locations would be developed as the study proceeded. <br />' 3.2 EVALUATION CRITERIA <br /> In order to select sites for Phase 2 field reconnaissance, Phase 1 criteria were revisited, including <br />' existing/potential irrigated agricultural use, water yield, water demand, cultural/political <br /> considerations, environmental concerns, land-use issues, and recreational potential. Instream flow <br /> requirements of the Recovery Program and PBO were also considered. In addition, other criteria <br />t were evaluated including current stakeholder interest, potential benefit to multiple users, cost-sharing <br /> opportunities, and site accessibility. <br /> From the criteria list, it was determined that the following criteria would dictate the sites to undergo <br />' Phase 2, year 2000 field reconnaissance: <br />' • Current stakeholder interest <br /> • Benefit to multiple agricultural users <br />' • Cost-sharing opportunities <br /> • Multi-purpose reservoir (agriculture, off-channel flat water fishery, and PBO flow release <br />' requirements) <br /> 3.3 PHASE 2 POTENTIAL CANDIDATE SITES <br />' B <br />d <br /> ase <br />on the above criteria, several sites from Table 1 were considered potential candidates for <br /> preliminary field reconnaissance during the summer of 2000.
