A number of different alternatives were discussed as a source of funds to
support continuing research #or conservation measures. The source discussed
could be utilized for recovery as well as c~servation measures. The
discussion involved "brain-storming" sources with little or no evaluation.
Potential sources of funding are:
o "Winding Gap" payments.
o Surtax on fishing and hunting license fees.
o Provide a percentage of CRSP power revenues.
o Provide State funding in proportion to water a3lotments under
interstate compacts.
o States provide assistance.
o FWS provide own funding.
o Congressional appropriation.
