The source discussed <br />could be utilized for recovery as well as c~servation measures. The <br />discussion involved "brain-storming" sources with little or no evaluation. <br />Potential sources of funding are: <br />o "Winding Gap" payments. <br />o Surtax on fishing and hunting license fees. <br />o Provide a percentage of CRSP power revenues. <br />o Provide State funding in proportion to water a3lotments under <br />interstate compacts. <br />o States provide assistance. <br />o FWS provide own funding. <br />o Congressional appropriation. <br /> <br />59 <br />
