<br />Upper Colorado River Basin Fund and shall be available without
<br />further appropriation for defraying the costs of operation, mam-
<br />tenance, replacements, and emergency expenditures for all facilities
<br />of the Project and participating projects. Operation and maintenance
<br />costs allocated to flood control and fish and wildlife facilities are
<br />nonreimbursable in accordance with Section 6 of the Project Act
<br />and are to be financed by appropriated funds.

<br />The fiscal year 1965 Operation and Maintenance program for
<br />the Upper Colorado River Storage Project provided for operation
<br />and maintenance of three Storage Units, the transmission division,
<br />and three participating irrigation projects. Included m the sum
<br />fOT Operation and Maintenance were $1,000,000 for the purchase
<br />of substitute electrical energy to replace the diminution in generation
<br />at Hoover Dam attributable to the initial filling of Lake Powell
<br />behind Glen Canyon Dam, Flaming Gorge Reservoir, and Navajo
<br />Reservoir.

<br />The Upper CO'lorado River Commission on February 21, 1964
<br />submitted testimony to the Subcommittee on the Department of
<br />the Interior and Related Agencies of the House Committee on
<br />Appropriations m support of construction funds for the Navajo
<br />Indian Irrigation Project.
<br />
<br />Witnesses representing the Upper Colorado River Commission
<br />and various entities in the States of Colorado, New Mexico, Utah,
<br />and Wyoming on April 29, 1964 presented testimony to the Public
<br />Works Subcommittee of the House Appropriations Committee and
<br />the Subcommittee on Bureau of Reclamation and Power Marketing
<br />Agencies of the Senate Appropriations Committee. These witnesses
<br />supported the President's budget, and, m addition, recommended
<br />that Congress appropriate $1,500,000 for starting the construction
<br />of the Bonneville Unit of the Central Utah Project and sufficient
<br />funds to purchase replacement energy for Hoover Dam power allotees
<br />in order to facilitate the filling of the minimum power pool behind
<br />Glen Canyon Dam during a critical period following two years of
<br />drouth in the Colorado River Basin.
<br />
<br />On June 11, 1964 the House Committee on Appropriations
<br />reported its Public Works Appropriation Bill for fiscal 1965, H. R.
<br />11579, House Report No. 1479. The House Committee recom-
<br />mended the same total as m the Budget Request. The House
<br />Committee's Report alsO' said:
