On January 21, 1964 President Johnson in the annual budget
message to the Congress recommended a construction program of
$74,951,272 for the Colorado River Storage Project and partici-
pating projects. Of this total $65,751,272 were recommended to
finance activities of the Bureau of Reclamation, $3,200,000 the
National Park Service, $1,300,000 the Bureau of Sport Fisheries and
Wildlife, and $4,700,000 fOT the Bureau of Indian Affairs to be
used for construction of the Navajo Indian Irrigation Project. Due
to anticipated delays and construction revenues the program was
recommended to be underfinanced by $7,984,272 making new monies
to be appropriated $67,000,000, with $57,800,000 to the Upper
Colorado River Basin Fund, $4,500,000 to the National Park Service
and Bureau of Sport Fisheries and Wildlife, and $4,700,000 to the
Bureau of Indian Affairs.

The President's budget also contained an item of $4,767,180
for Operation and Maintenance of the Colorado River Storage
Project. The Colorado River Storage Project Act provides in Section
5 (c) that all revenues collected in connection with the operation
of the Project and participating projects shall be credited to the

At the end of the 1963 Water Year, September 30, 1963, the
Public Works Appropriation Bill for fiscal 1964 was still pending
in the House Appropriations Subcommittee. It was not until De-
cember 12, 1963 that both the House of Representatives and the
Senate approved the Conference Report on H. R. 9140, the Public
Works Appropriation Bill, 1964. The following tables, supplemented
by those in the Commission's Fifteenth Annual Report, provide a
summary of Executive and Congressional action relative to appro-
priations of funds for the Colorado River Storage Project and
participating projects for fiscal year 1964.
